On the accompanying list of activities you will note that we have launched a popular new Webinar series, we have published three Resource Briefs and a report on Licensing Agencies and Emergency Preparedness, and we have updated the Board Member Training Online program.
This has been a banner year for training programs for a record number of investigators and inspectors.

VA: health professions chief retiring

Robert A. Nebiker, director of the Virginia Department of Health Professions, will retire October 1.  He is a former president of the Council on Licensure, Enforcement and Regulation.  Read more

FL: sunset procedures re-established

The Florida Government Accountability Act provides for the establishment of one or more legislative sunset advisory committees.  Read the act

CA: advisory committee for boxing and martial arts

The California Department of Consumer Affairs (DCA) has established an advisory committee for its new Athletics Commission Program. The committee will advise DCA on licensing and other regulatory matters.  Read more

WA: pharmacists conscience clause; feds make Plan B OTC

This year, Washington became the latest state to create a public furor by considering a "conscience" clause for pharmacists and the dispensing of  controversial drugs. The state pharmacy board adopted the governor's proposal which said that while pharmacies must carry out their duty to dispense prescribed drugs, individual pharmacists may decline to do so on personal grounds. Supporters call the proposal respectful of both sides, while others call it simply confusing.  Read more
The controversy in Washington state was based on part over a drug called Plan B. On August 24, the US Food and Drug Administration approved this drug for over-the-counter sale.  Read press release 

Canada: Legislation in the offing to expand pharmacists' authority

The Canadian Medical Association will not support upcoming legislation that would give pharmacists prescriptive authority.   Read more

OK: back taxes? no new license

The Oklahoma Tax Commission has collected $58 million over the past four years from licensed professionals who had to settle up back taxes owed before their licenses could be renewed.  Read more

Regulation critic turns 94

Milton Friedman, noted economist, turned 94 last week. A strong proponent of free-market economics, Friedman has argued that professional regulation is a conspiracy against the consumer that benefit professionals and not the public.  Read more

Scotland: law society sanctions deemed illegal

In 2003, the Law Society of Scotland instituted the unsatisfactory conduct mark, a measure falling between taking disciplinary action and no action against its licensees. Now told it has no authority to engage in this practice, the society has removed 300 such marks from the records of between 200-250 practitioners. Some lawyers were already planning to start a new national association before this issue surfaced.  Read more

Missouri: DIFP coordinates regulatory functions

Governor Matt Blunt has announced the new Department of Insurance, Financial Institutions and Professional Registration (DIFP).  DIFP is charged with the primary function of regulating all state industries and individuals.  Read more
