Beginning September 1, cat and dog breeders in Texas will be required to obtain a license from the Texas Department of Licensing and Regulation. Breeders with 11 or more female dogs or cats used for breeding, who breed dogs and cats for direct or indirect sale, or who offer the sale or exchange of 20 or more of such animals within a calendar year, are covered by the licensing requirements. Licensed breeders will have their facilities inspected once every 18 months, as part of the newly-introduced program.
