A proposed bill in Delaware would grant authority to the Board of Massage and Bodywork to license and inspect any business establishment that provides massage services. Currently, massage therapists are regulated, but massage parlors and establishments are not. The proposed law would regulate the facility and allow criminal and civil penalties for owners operating an unlicensed massage establishment. The bill is in response to complaints about illicit massage parlors serving as fronts for prostitution and human trafficking activity. The bill would give authority to the Division of Professional Regulation to inspect establishments without notice.
