CLEAR’s eagerly anticipated International Congress on Professional and Occupational Regulation is just days away, and I’m excited that in Dublin we’ll be welcoming nearly 100 attendees from Australia, New Zealand, Ireland, Nigeria, the United Kingdom, Canada, and the United States.  The Congress will provide an important opportunity for information-sharing and dialogue on timely regulatory issues that affect us all, regardless of jurisdiction, profession or occupation. I recently returned from London, where I represented CLEAR at the International Symposium on the Government Regulation of Occupations. The event was fascinating, not least for the opportunity to see how others (in this case international economists) view the work undertaken by occupational regulators. Importantly, it allowed me to emphasize that the work each of our organizations does is underpinned by the goal of public protection. CLEAR has long understood that this is furthered when the regulatory community shares examples of best practices and is provided meaningful opportunities for professional development. I am pleased to highlight a number of activities, already underway, that allow us to share successes and learn from the challenges many of us are facing.

CLEAR’s recent midyear meeting in San Diego set the tone for what will be another busy and important year for the organization. Nearly seventy committee members from four countries met to plan CLEAR’s 29th annual conference and continue the organization’s vital work of promoting regulatory excellence.

I am delighted that CLEAR is holding its 2009 conference in my home city of Denver, Colorado from September 10-12, 2009. Planned by regulators, for regulators, the conference offers outstanding learning opportunities for those involved in the licensure, non-voluntary certification or registration of the many hundreds of regulated occupations, professions and facilities. I hope you will join with your peers and fellow professionals as together we learn about practical solutions and cutting-edge research that enables us to better serve our organizations and the public we protect. Registration will open in the spring and I look forward to welcoming you to Denver.

With CLEAR’s 28th annual conference only days away, we look forward to the extraordinary educational and networking opportunities that await us in Anchorage. My thanks go to Program Committee co-chairs Faye Lemon and Nancy Swetnam, and all those who have assembled such excellent conference content. Before we make that journey, I want to reflect on an exciting and productive year for our organization. Three months from now, CLEAR will be holding its 28th annual conference in Anchorage, Alaska. Attendees from more than 20 professions and 22 jurisdictions have already registered for what will be a valuable and memorable event. It will cap an exciting year for me as president and for the organization more broadly. Since my last column, I attended the World Health Professions Conference on Regulation in Geneva, with over 400 attendees from more than 60 nations. It was an honor to truly feel part of a global community of regulators and to see the vital work of public protection that is occurring across the world. CLEAR presented a poster display at the conference and CLEAR’s Executive Director, Adam Parfitt, and I had an opportunity to showcase all that the organization has to offer, as well as to promote the International Congress on Professional and Occupational Regulation, which CLEAR will host in Dublin, Ireland on July 2-3, 2009. Registration will soon open for this event and additional information will be sent to all list serve subscribers shortly. CLEAR has enjoyed a busy winter, preparing an outstanding program for its annual conference in Anchorage, Alaska. While the conference flyer will not be published until early April, I am pleased to provide a preview of the exciting content that will be on offer during September 25-27. Attendees can choose from 32 breakout and breakfast sessions, two plenary presentations, and three pre-conference workshops in the space of three information-packed days! Conference content is presented in three tracks: Policy and Administration, Credentialing and Exam Issues, and Professional Discipline. Roundtable discussions are scheduled for Regulatory Investigators and Inspectors, Regulatory Agency Administrators, and those involved with Legal Issues, Health Issues and testing. Each represents an important opportunity to share challenges and solutions with peers and will be led by recognized leaders in these fields.

I am pleased to report that the three month’s since CLEAR’s successful annual conference in Atlanta have been both productive and rewarding. In addition to offering three Basic and three Specialized NCIT programs and one CLEAR Call webinar, CLEAR has begun planning for its first meeting outside North America. Our organization has been enriched by the increasing involvement of regulators in Europe and Australasia and is now ready to sponsor a regional meeting in Dublin, Ireland in the summer of 2009. The process of developing content for the meeting will begin at CLEAR’s upcoming midyear business meeting in Charleston, South Carolina and we envision a 1 ½ day meeting in which processes, practices, approaches and strategies will be discussed and exchanged. Additional information about the meeting will be shared as details are finalized but I wanted to inform you about this important meeting at the earliest opportunity.

The last twelve months have been a time of growth and renewal for CLEAR and it has been a privilege to lead this extraordinary organization during this important year. The accompanying list of activities gives a flavor of the range of work being undertaken by CLEAR, and I thank all those involved with these initiatives, as the CLEAR community truly engages in Promoting Regulatory Excellence. To those not yet involved with CLEAR’s committees, I encourage you to consider becoming so. The next twelve months will offer many opportunities to learn from, and share with, one another as we continue to promote public protection through our work.

As preparations continue for CLEAR’s 2007 annual conference in Atlanta, I can’t help but reflect on what has already been an eventful year for this organization. CLEAR’s Board of Directors just recently returned from an excellent strategic planning session in Lexington, Kentucky. That meeting focused on continuing the growth in membership and services that has served this organization and the regulatory community so well these past 27 years.

It is my pleasure to report that we are having another good year at CLEAR. Following a successful annual conference in September, we have scheduled additional basic and specialized training programs, a board member training, and an executive leadership program. As CLEAR’s programs continue to expand, its Board of Directors prepares to take another look at our operational plan.
