Vermont Racing Commission rules set requirements for arenas in which racing events take place. The Office of Professional Regulation had been outsourcing inspection of racetracks but found that those inspectors were not consistent in their enforcement and, in recent years, brought the inspections back in house. A Legislative Committee on Administrative Rules is calling for discussions between fair organizers and the OPR to amend the rules.
