CLEAR’s 32nd educational conference is almost upon us and the Board of Directors and I look forward to welcoming approximately 500 colleagues to the conference in beautiful San Francisco, California. A further 100 attendees will be participating in the various training programs that will be offered in advance of the conference, and twenty-five exhibitors will highlight resources and services to assist us in our vital mission of public protection. I would like to take this opportunity to thank Program Committee chair Caroline MacIsaac, and vice-chair Ernie Atkins, as well as the many other committee members who have dedicated themselves to providing us with outstanding learning and networking opportunities across the conference program.

Measuring Regulatory Performance – It’s All About Outcomes
If you are an advocate for the concept of “right touch regulation”, as I am, then you understand that the business of professional and occupational regulation is all about risk – the assessment of risk and the establishment of standards and processes to mitigate or minimize that risk. Viewed this way, I believe the task of measuring regulatory performance – which is always at issue – becomes somewhat easier, regardless of the specific regulatory model in use.

Many of you are aware that my background is in engineering. I worked as a professional engineer in Ontario for about 15 years before becoming a regulator. My expertise was in human factors engineering – also known as ergonomics – where I was concerned with the design of the interface between people and systems. I have always been fascinated by the intricacies of human perception, and the aesthetic and perceptual aspects of design. I have studied many forms of design theory and would like to share with you my thoughts on “gestalt” and its relevance to professional regulation.

I have recently returned from the CLEAR Mid-Year Business Meetings in Charleston, South Carolina, and I was thrilled by the dedication and enthusiasm shown by our volunteers and the committee leadership. It was a very productive few days, and I am extremely grateful for all of the hard work of the almost 70 individuals who were able to attend. I always come back from CLEAR events – conferences and business meetings alike – reinvigorated and full of energy regarding my role as a professional regulator and the critical work we do in serving and protecting the public interest. There’s nothing like kicking off the New Year with a shot of regulatory adrenaline! I am particularly enthused about the program for the 2012 Annual Educational Conference and Exhibition in San Francisco. It’s shaping up to be a “don’t miss” event.

I have recently returned from London where CLEAR hosted its Second International Congress on Professional and Occupational Regulation. It was an honor to welcome 100 professional and occupational regulators from across Europe, North America and Australia to London and to see firsthand the variety of innovative approaches employed by my international colleagues in our shared mission to protect the public. It is particularly gratifying to serve as CLEAR’s President at this time of international expansion and outreach, and to see the organization recognized for its unique role in promoting regulatory excellence across borders, professions and occupations. An overview of the London Congress is now available, with PowerPoint presentations from the event available to CLEAR Members and meeting attendees.

I would like to draw your attention to some important initiatives involving CLEAR. During January’s Midyear Business Meeting, CLEAR’s committees met to plan the annual conference program and finalized new resources such as the Toolkit for Regulators. On March 24th, CLEAR offered a one-day seminar entitled Governance Issues in Professional Regulation in Toronto, Ontario. The event featured content on maintaining public confidence through good governance, strategic versus tactical issues, optimizing the board/staff relationship, and whether reliance on volunteer boards and councils is the optimal arrangement. With such a diverse and challenging program, it is little wonder the event sold out and attracted attendance from across Canada, the United States, and the United Kingdom. CLEAR plans a further seminar in Toronto next year and is also keen to explore offering similar events in additional locations. CLEAR's upcoming midyear meeting in Albuquerque will mark the beginning of another exciting and important year for the organization. In early January, more than sixty committee members will meet to plan CLEAR's 2011 conference in Pittsburgh and continue the organization's vital work of promoting regulatory excellence. My thanks to all those who submitted such informative session proposals for the conference. The relevant committees will conclude their review by mid-January and CLEAR staff will be in touch soon after.
We look forward to providing another excellent conference program in Pittsburgh next fall. Planned by regulators, for regulators, the conference offers outstanding learning opportunities for all those involved in the licensure, certification, or registration of the many hundreds of regulated occupations, professions and facilities. I hope you will join with your colleagues, domestic and international, as we discover practical solutions and innovative research that enables us to better serve our organizations and the public we protect. Registration will open in the spring and I look forward to welcoming you to Pittsburgh in September 2011.

President's Message by Caroline MacIsaac-Power
Earlier this spring along with the Executive Director Adam Parfitt, I represented CLEAR at the second World Heath Professions Congress on Regulation in Geneva, Switzerland. The event was fascinating, presenting the opportunity to learn more about the common issues faced by occupational regulators across the world. The following themes were very evident: increasing government influence; perceptions of regulatory failure; the role of lay/public members; workforce shortages; task shifting; mutual recognition processes; continuing competence; higher education; and shared competencies. More than 30 nations and a wide variety of professions were represented at the meeting, and it was a privilege to see the work that is being done globally to better protect the public.
